The most internationally recognized definition of traceability defines it as the "ability to trace the history, application or location of an entity by means of recorded identifications" (ISO 8402). However, it may also be described as the ability to systematically monitor products in both a quantitative and qualitative manner within space and time. This is usually done for the purposes of managing production, inventory, logistics, distribution, quality, safety, product recalls and withdrawals, and compliance with legislation. For China, developing traceability and RFID standards doesn't mean embracing those already created by the West. Recent statements and actions by Chinese officials indicate that China intends to chart its own course, not necessarily in line with the recently developed "international" standards. Will China play ball or go its own way and buck international efforts to establish its own standards? When will large U.S. and European retailers and manufacturers roll out their programs in China? As a member of the World Trade Organization (WTO), China is generally obligated to support global standards such as ISO's, but will it accept the EPCglobal ISO version of Gen2? The answer to these questions will have a profound impact on the future of China exports. Multiple standards could mean substantially more information-technology investment for large companies and insurmountable trade barriers for smaller ones.
